IE8 black toolbar bug

After reinstalling XP on an Dell dimension today and applying all available updates, including Internet Explorer 8, I found the toolbar on internet explorer was black. After some search, I found a post that provided the following procedure to resolve the issue.
Press left Shift + alt + print screen keys. The high contrast dialog pops up with 3 options. Click Ok. High contrast is applied. Now simply press the above mentioned hot key combination and contrast settings are removed and IE8 toolbar is no longer black.
